On 05/02/11 I meet Dennis Shepley Jr.of Shepley Fence at my residence.
I informed Mr. Shepley that I needed an aluminum fence and gate installed around the perimeter of my pool.
Mr. Shepley took measurements of the pool area and stated he could install the fence and gate in a couple weeks, and he drew up a contract for the proposed work. Shepley stated he was licensed to contract work in the city and in Palm Beach County and that he would file for a permit with
the city and the cost of the permit would be applied to the final payment once the work was completed. Shepley provided a business card with what he stated was his state contractor licenses number
printed on it. After agreeing on a price Shepley and I signed a contract on the above date. The contracted cost for the fence and installation was $2,000 and Shepley wanted half,I gave Shepley a personal check for $500.00 which was 1/3 the cost of the work. A week later Shepley dropped of the fence on the grass by the side of my residence. Four weeks went by and no work started so I called him several times and got no return calls. Finaly he returned my call and stated he had a bad tooth and that his truck was in an accident. Turns out he didnt do the work because he was dealing with the Palm Beach Sheriff's charges of taking a customers deposit and not doing any work in Palm Beach. Shepley started working and installing the fence around the pool in July. When he did start the work he would work for a couple hours and just leave.
After installing the fence around the pool I advised Shepley that I was not happy with the quality of his work and the pace of his work. I advised him he would not receive final payment until the work was completed to my
satisfaction. After receiving a hostile phone call from Shepley regarding my issues with his work I checked on the status of the fencing permit with the city and was advised there was no permit applied for by Dennis Shepley or any representative of Shepley Fence. I also checked with the Palm Beach County Department of Building, Planning and Zoning and was advised there was no permit applied for by Dennis Shepley or any representative of Shepley Fence and that Dennis Shepley is not certified or licensed to contract work in Palm Beach County.
The fence work is still not completed correctly and a police report was filed with City and with the County Department of Building, Planning and Zoning for the work without permit.
